
On the International Day of Remembrance and Tribute to the Victims of Terrorism, the National Counter Terrorism Authority (NACTA) joins the nation and international community in honouring those who lost their lives to terrorism and expressing solidarity with survivors and families who continue to bear its consequences.
Pakistan’s struggle against terrorism has demanded extraordinary sacrifices from its citizens, armed forces, law-enforcement agencies and first responders. As we honour these sacrifices, we must equally recognise the courage and resilience of survivors. Our responsibility must extend beyond remembrance and immediate relief towards sustained recovery, rehabilitation and reintegration.
As Pakistan moves From Remembrance to Recovery, NACTA remains committed to strengthening a coordinated, rights-based and survivor-centred national framework. Working with federal and provincial institutions, Pakistan Bait-ul-Mal, UNODC, civil society and other partners, our efforts seek to strengthen medical and psychosocial care, rehabilitation, compensation facilitation, education, livelihood support and sustainable assistance.
NACTA is also advancing work on a National Victim Registry and stronger referral mechanisms. In line with the United Nations’ 2026 focus on Tech for Victims of Terrorism, we recognize the potential of responsible, victim-led digital innovation to improve access to information, referrals and services while safeguarding victims’ dignity, rights and privacy.
Countering terrorism is not only about preventing violence; it is also about standing with those whose lives have been altered by it. On this solemn day, NACTA renews its resolve to translate remembrance into meaningful support, recovery and resilience, and to contribute towards a peaceful and secure Pakistan.
